ECN calls on bakkie owners to support November elections

The Electoral Commission of Namibia (ECN) has called on members of the public to make their vehicles available for use during the upcoming regional councils and local authorities elections, scheduled for 26 November.

In a public notice issued this week, ECN spokesperson Mulauli Siluka said the request forms part of logistical preparations to ensure the smooth and efficient transport of election materials, officials and staff across the country.

He said the call for expressions of interest is in line with the Public Procurement Act (No. 15 of 2015) and the Electoral Operations Policy.

Siluka added that the vehicle mobilisation drive aims to secure reliable transport for voter registration, polling day operations and other essential electoral activities.

“The commission will only consider vehicles that meet specific requirements to guarantee safety, neutrality and functionality during the election process,” he said.

Vehicle requirements

Eligible vehicles must be no more than 10 years old and should be single- or double-cab 2x4 or 4x4 bakkies fitted with a canopy.

All vehicles must be roadworthy, with tyres less than five years old and must not display any political, religious or commercial stickers or slogans.

Siluka said all vehicles submitted for consideration will undergo inspection and roadworthiness testing by the Namibian Police Traffic Unit in the respective regions and constituencies. Dates for these tests will be announced in due course.

“Vehicle owners whose vehicles meet the inspection and testing criteria will enter into a formal contract agreement with the ECN for use during the elections,” he explained.

Applicants are required to submit a certified copy of their identity document (or that of a proxy, if applicable); a certified copy of the vehicle registration certificate; and proof of vehicle insurance, or an indemnity form in cases where insurance is not available.

“Interested vehicle owners are encouraged to present their vehicles for inspection and roadworthiness testing from 27 to 31 October 2025 at designated towns across the country. Specific locations and times will be communicated by the ECN through regional offices and media channels,” Siluka noted.

The commission emphasised that the success of the upcoming elections depends largely on the efficiency of logistics and transportation. By partnering with the public, the ECN aims to strengthen its operational capacity, particularly in remote and hard-to-reach areas where vehicles play a critical role in delivering election materials and officials on time.

“The ECN remains committed to conducting credible, transparent, and inclusive elections,” the notice stated.
