The importance of having a global water partnership organisation

Namibia has reached a defining milestone in its journey towards global leadership in water governance, climate resilience and sustainable development. The decision to establish the Global Water Partnership Organisation’s (GWPO) headquarters in Windhoek marks not only a historic achievement for Namibia but also a significant moment for Africa and the Global South.One of the world's top intergovernmental organisations, committed to promoting water security, climate resilience, and sustainable development, has formally relocated to Windhoek following the signing of a Headquarters Agreement between the Government of the Republic of Namibia and the Global Water Partnership Organisation. The GWPO Secretariat's move from Sweden to Namibia is a significant endorsement of Namibia's political stability, diplomatic standing, and rising prestige abroad. "Namibia is a stable, peaceful, and internationally engaged country," as Deputy Minister Hon. Ruthy Masake succinctly expressed it at the first GWPO Board Meeting in Windhoek. This acknowledgement is a result of decades of prudent stewardship and good governance, which have established Namibia as a reliable partner in global development.Hosting the GWPO headquarters is far more than establishing an international office; it positions Namibia at the forefront of global efforts in water security, climate resilience, and sustainable development. As a water-scarce and climate-vulnerable country, Namibia has a unique opportunity to help shape global solutions while benefiting from GWPO’s network of over 2,800 partners across 180 countries, which provides access to world-class expertise, innovation, partnerships, and knowledge.The new headquarters will enhance Namibia's international visibility, attract conferences, investors, scholars, and development partners, and strengthen its influence on international policy. In addition to being the main location of GWPO's dual-headquarters model, Namibia will serve as a focal point for attracting significant investment in water and climate resilience, supporting vital infrastructure and adaptation initiatives.Development aspirationsFurthermore, the presence of GWPO will create employment opportunities, stimulate key economic sectors, and expand opportunities for local businesses, universities, researchers, and young professionals through international collaboration, training, and knowledge exchange. Importantly, the establishment of GWPO aligns strongly with Namibia's national development aspirations. It directly contributes to implementing the Sustainable Development Goals (SDGs), particularly SDG 6 on Clean Water and Sanitation, SDG 13 on Climate Action, and SDG 17 on Partnerships for the Goals. It also supports Namibia's National Development Plans (NDPs), Vision 2030, climate adaptation objectives and broader ambitions for sustainable economic transformation.The relocation of GWPO also represents a change in global governance. The Global North has been home to numerous international organisations for far too long. The world community recognises that the experiences, inventions, and realities of nations in the Global South must increasingly inform solutions to global concerns, and that this can be achieved by establishing a significant international water organisation in Namibia. Namibia now has a rare opportunity to propose practical ideas grounded in real-world experience and to elevate African voices in international water administration.A special commendation is due to GWPO Chief Executive Officer and Executive Secretary, Alex Simalabwi, whose visionary leadership has been instrumental in advancing this historic transition. His commitment to strengthening global water governance, mobilising investments for climate resilience and ensuring that the Global South plays a central role in shaping water solutions has positioned GWPO as a transformative force for sustainable development worldwide. Under his stewardship, the organisation continues to inspire confidence among governments, development partners, and investors alike.However, the successful hosting and growth of GWPO cannot be achieved by the government alone. It requires a collective national and international effort. The Government of Namibia, international development partners, multilateral development banks, development finance institutions, the financial sector, multinational corporations, private-sector enterprises, academia, civil society organisations, and corporate leaders must embrace this historic opportunity. Strategic partnerships, resource mobilisation, technical cooperation and sustained investment will be essential to maximise the impact of GWPO and accelerate progress toward water security and climate resilience.The time has come for all stakeholders to rally behind this bold vision. Namibia has been entrusted with a global responsibility and should seize this opportunity with ambition, unity and determination. We need to support the vision and mandate of the Global Water Partnership Organisation through collaboration, innovation, and strategic investment.
