He emphasised that the waterfront is not managed by the council, but by a struggling state-owned enterprise that currently lacks a functioning board. Simushi appealed to the mayor to act swiftly, highlighting that potential investors are ready to inject funds and create jobs – but only if legal ownership issues are resolved.
