Noa urges action over training abuse
ACC director general Paulus Noa has warned that public officials attending workshops and training programmes unrelated to their duties is a sign of growing corruption, saying the practice is driven by personal gain and abuse of administrative power.
Speaking in Rundu on Thursday during a stakeholder consultation on the draft National Anti-Corruption Strategy 2026–2030, Noa said some officials also favour associates when allocating training opportunities.
He said that while such conduct may not amount to a criminal offence, it still constitutes corruption in administrative terms and urged institutions to take action.
