High school enrolment is less than half that of primary school

Approximately 27% of all learners are in high school this year, compared to 72% of Namibia’s learners who attend primary school.

This year, Grade 1 learners (12% of all learners) are twice as many as those in grades 11 and 12 combined (6%).

This is according to the 15th School Day Report of 2025, issued by the education ministry.

This annual survey, conducted on the fifteenth school day each year, keeps a record of the number of learners, teachers, and schools in the country.

The Ohangwena Region has the highest number of learners, with 130,491 (14% of the total).

The Kavango East Region has the highest learner-to-teacher ratio at 1:32.

Khomas appears to have the most crowded schools, with an average of 774 learners per school.

Nationwide, 24 schools have an average of more than 50 learners per teacher, while 19 schools have five learners or fewer per teacher.

There are 187 schools with 50 or fewer learners—considered uneconomical—and 84 schools with more than 1,300 learners, possibly indicating overcrowding.

Of these, 42 schools have more than 1 500 learners.
