SWAPO names Local Authority leaders in Omusati

Following last week’s regional and local elections, the SWAPO Party has officially appointed councillors and announced their leadership positions across Omusati Region. According to a directive seen by Network Media Hub (NMH), SWAPO Secretary General Sophia Shaningwa has directed Omusati Regional Coordinator Sackey Kayone to implement the deployment of the newly elected councillors.

The directive underscores the Party’s authority under SWAPO Rules and Procedures, specifically Rules 49, 50, and 51, which empower the Political Bureau to manage deployment of all elected representatives. Defiance of these directives is classified as misconduct and may result in disciplinary action, withdrawal, or recall.

In Omusati Regional Council, Daniel I.M. Lilende has been appointed Chairperson, with Laurentius M. Lipinge, Matheus Gabriel, and Irja N. Mbutu as members of the Management Committee. Hans S. Haikali, Leonard Shikulo, and Junias N. Amunkete have been deployed to the National Council, while Absalom Festus, Tomas Lysias, Festus S. Petrus, Selma N. Nakambale, and Fabianus Paulus have been assigned as regional council members.

Leadership positions for the region’s town councils have also been confirmed. At Outapi Town Council, Victorina Neingo will serve as Mayor, Matheus Endjala as Deputy Mayor, and Gerson Linekela as Chairperson of the Management Committee, with Maria Auwela and Benyaamen Endjala as committee members. Oshikuku Town Council will be led by Mayor Julia Endjambi and Deputy Mayor Cecilia Kamati, with Linus Mingeli as Chairperson of the Management Committee, alongside Helmut Uusiku and Victoria Shatumbu. At Okahao Town Council, Gandja Iiyambo has been appointed Mayor, Loide Amadhila as Deputy Mayor, and Andreas Nekwaya as Chairperson of the Management Committee, with Ndapandula Erastus and Lukas Shaanika as members. Ruacana Town Council’s leadership includes Mayor Jona Jona, Deputy Mayor Febronia Shapaka, Chairperson Isaaka Wilka, and members Rebbeka Litembu, Jonas Kamosho, and Jona Shinyata.

Village councils in the region have also received their leadership appointments. Onandjaba Village Council will be chaired by Erkki Kandjaba, with Rakel Ashivudhi as Deputy Chairperson, and Martha Emvula and Jesaya Hanghuwo as members. Tsandi Village Council will be led by Chairperson Selma Kadhila, Deputy Chairperson Sem Katoma, and members Tuuliki Uule and Gabriel Likela.

The directive instructs the Omusati Regional Coordinator to ensure that all appointments are implemented promptly and in full compliance with the Political Bureau’s decision. The Secretary General also congratulated the elected councillors on their respective appointment
