EDITORIAL: Investigate NAC, but follow the money

Questions about how Namibia Airports Company (NAC) managers and executives ended up with company vehicles for a song are legitimate and deserve proper scrutiny.But once the basic facts have been established – that a compromise was reached between the company and employees who were contractually entitled to a new vehicle every 48 months – it is astonishing that this basic logic continues to evade some of those in authority.NAC essentially had two choices. It could continue showering its managers with expensive vehicles every four years, while also servicing and fuelling those vehicles, or it could persuade the beneficiaries to surrender the lucrative vehicle scheme in exchange for keeping the cars they were already driving.NAC chose the latter. One does not need a degree in economics to understand that the second option will save the company substantial amounts of money.There may well be legitimate questions about the procedures followed in arriving at that agreement.But let us not confuse questions about procedure with evidence of criminality. If NAC was facing a contractual obligation to provide new vehicles every 48 months, the alternative to allowing employees to retain their existing vehicles was not to magically make the obligation disappear. The company would have had to continue carrying the cost of the scheme.We are talking about a reported N$40 million every four years.In fact, the most remarkable aspect of this entire episode may be that the beneficiaries agreed to give up a remarkably generous arrangement.Imagine having a contractual expectation of a new vehicle every four years – with the associated servicing and fuel benefits – and then agreeing to surrender that privilege in exchange for keeping the vehicle you already have.
