EDITORIAL: Empower communities, not individuals

Namibia’s empowerment story needs a reset – not in intention, but in execution. For too long, empowerment has been measured by how many individuals, usually politically connected, have been elevated into positions of ownership, influence or wealth through access to fishing quotas, mining rights and, increasingly, oil and gas licences. But empowerment that stops at the individual is not empowerment – it is redistribution at the top.The result is a familiar and uncomfortable paradox of a resource-rich nation where poverty remains stubbornly widespread.It is time to shift the focus. Empower communities, not individuals.When a fishing quota is issued, when a mineral licence is signed off, or when an oil block is awarded, the benefits should not primarily accrue to a single entity or a small consortium of shareholders. Instead, these opportunities must be structured in a way that anchors wealth within communities – through community trusts, cooperatives and direct social dividends that touch the lives of ordinary people.A single empowered individual, no matter how successful, cannot carry an entire constituency out of poverty. But a deliberately empowered community can transform itself.This is not an argument against private participation or individual success. Namibia needs both. Investors bring capital. But at present, the scales are tilted. Too often, communities watch from the sidelines as resources extracted from their surroundings generate immense value that barely circles back. Empowering communities requires deliberate policy choices. It means ring-fencing a meaningful share of resource revenues for community development. Namibia stands on the brink of significant economic opportunity, particularly with the promise of oil and gas. But history has shown, across the world, that resource wealth can either uplift nations or deepen inequality. The difference lies in how that wealth is structured and shared.We must choose wisely.
