N$45m marginalised budget returned to treasury

The gender equality and child welfare ministry left N$44.8 million earmarked for marginalised communities unspent in 2024/25, according to an audit report tabled in parliament this week. "The under-expenditure of N$44.8 million (25.6%) is mainly on personnel expenditure, subsistence and travelling allowance and other services and expenses and non-profit organisations," auditor general Junias Kandjeke's latest report states.The report said the Office of the Prime Minister helped the ministry by giving marginalised communities food through its drought relief programme in the first quarter.“Therefore, the underspending was caused by the above-mentioned reasons," the report says.Underspending does not automatically mean funds were lost or misused, but it shows the ministry did not turn planned resources into programme activities in the year they were budgeted.The ministry planned to verify and re-register beneficiaries of its marginalised communities special feeding programme as a step towards replacing food with cash through a conditional basic income grant. The ministry did not do so because it had to prioritise other, equally important activities, Kandjeke said.Other planned activities included printing, sanitation services and further support.The ministry also received extra funds for the San Feeding Programme to raise food distribution for marginalised people from quarterly to monthly.aurelia@nmh-hub.com.na
