IPC demands breakdown of N$1bn hospital loan

Independent Patriots for Change (IPC) member of parliament Michael Mulunga has demanded details of a N$1 billion Development Bank of Namibia (DBN) financing facility for health infrastructure, including its interest rate, repayment period and how much of the money has been spent.Mulunga put the questions to health minister Dr Esperance Luvindao in the National Assembly on Tuesday, asking her to table the contract between the ministry and DBN governing the N$1 billion loan.Should the ministry not disclose the contract, Mulunga asked that the minister provide parliament with the key terms and conditions, including the interest rate, repayment period and any conditions attached to the disbursement of the loan.The lawmaker challenged the allocation of funds towards feasibility studies and designs for projects.“Why are funds being allocated for feasibility studies and designs for projects that have already completed these stages?” Mulunga said.He also demanded an update on progress made under the programme and a breakdown of how much of the N$1 billion had been spent to date, as well as how much had been allocated to each of the five project categories.Addressing healthcare gapsDBN announced in April that it had disbursed N$1 billion towards Namibia’s national healthcare infrastructure programme under government’s RoadMap initiative. The bank said the funding would be directed towards the construction and core infrastructure of the 500-bed Windhoek District Hospital, intended to address critical bed shortages in the Khomas region.Mulunga said Nkurenkuru hospital has been allocated N$50 million for phase two, Otjiwarongo hospital has been allocated N$30 million for design and documentation and Ondangwa has been allocated N$50 million for phase one.The Windhoek hospital has been allocated N$170 million for a feasibility study as well as N$700 million for design, among other things.
