Angula gives outlook on 2027 Swapo congress

No to slate politics
The veteran politician says stability will prevail at next year's Swapo elective congress.

Swapo veteran Helmut Angula says the party’s president, Netumbo Nandi-Ndaitwah, is unlikely to face a serious challenge at the 2027 elective congress, arguing that the ruling party traditionally favours continuity in its top structures.

“Swapo likes stability,” Angula said in an interview. “Unless something dramatic happens, one does not anticipate a challenge for Netumbo Nandi-Ndaitwah at the congress.”

The congress, scheduled for 2027, will elect the top leadership of the Swapo Party and is widely viewed as a key moment for shaping the party’s future direction.

Angula added that expectations of a major leadership shake-up may be misplaced.

He noted that Nandi-Ndaitwah is still consolidating her position after taking over the party during a period of transition and is currently serving her first term as Swapo president.

This, he said, makes it more likely that the party’s structures will rally behind her in the interest of unity.


Warning against slate politics

Angula also cautioned party members against the return of “slate politics”, where candidates contest internal elections as organised teams against rival groups.

He said the practice had previously caused deep divisions within Swapo and warned that the party still carries the scars of those internal battles.

“Contesting is not wrong,” he said, but added that party members have become more cautious about how leadership contests are conducted.

Angula further warned that holding a ministerial position or being appointed by the president does not guarantee support from the grassroots base.

He said delegates could still reject candidates they view as unfit, inexperienced or disconnected from party structures.


Grassroots to shape leadership

In the coming months, Swapo will begin restructuring its leadership from the section level up to the regional level, a process that ultimately determines who emerges in the party’s top leadership.

Angula said the outcome of these grassroots elections will play a decisive role in shaping the leadership contest at the 2027 congress.

While new faces are beginning to emerge from different wings of the party, he noted that experience and credibility will likely remain key factors.

Angula said it is still too early to make firm predictions.
