Namibia, Angola border cards coming

WINDHOEKDENVER ISAACSNamibia's 2 500km-long border with Angola has historical significance to both countries, given strong family linkages across both sides, as well as its social and economic importance to the livelihoods of communities living in the area.However, with 10 crossing points and a diverse layout in terms of geography, it is difficult to police the number of travellers, as well as procedures related to temporary border passes.In an effort to support policing initiatives, while at the same time improving regulation of movement and adding economic value, Namibia's Ministry of Home Affairs and Immigration is currently involved with the International Organisation for Migration (IOM) and the African Capacity Building Centre (ACBC), to introduce a new border resident card for citizens living on each side of the border.In a statement issued this week, the bodies confirmed that they have completed a nine-day assessment on the introduction of the new border cards.The idea for the new system dates back to the first agreement signed between the two countries in 1996, to facilitate the cross-border movement of residents living within a 30km radius of the frontier.Once implemented, the new resident cards will grant access to holders to areas within 60km of the border for a limited period of time, without a need for a passport.It is understood that the new system will strengthen population registration, improve regulation of movement across the porous borders, and potentially reduce incidents of human trafficking, particularly of children who currently cross the border unregistered.&quot;The final assessment report will add great value to the future discussions with the Angolan counterparts on how to implement the border resident card,&quot; Permanent Secretary in the Ministry of Home Affairs and Immigration, Patrick Nandango, was quoted saying.&quot;Implementation will require close co-ordination and collaboration between the two countries, strengthened by the support of immigration, constituency councils and traditional authorities on each side of the border,&quot; Nandango said.
