Government, through the tourism ministry, has appointed a board to oversee the lottery industry.

The Lotteries Board, which was inaugurated yesterday, will take charge of lottery business activities in Namibia.

The six-member board will serve for a three-year term from 1 July to 30 June 2024.

Deputy tourism minister Heather Sibungo said a Lotteries Act was passed by Parliament and signed into law in December 2017.

According to her, this law will create a regulatory environment in the lottery industry once it is operational.

The law provides for the establishment of the Lotteries Board, which is a regulatory entity that will provide for the conduct of the state lottery, she said.

The board will also be responsible for establishing the state lottery trust fund and providing authorisation for other lotteries and promotional competitions.

Furthermore, it will provide for the authorisation, supervision and control of benevolent lotteries.

Contributing to economic growth

Sibungo urged the board members to ensure that the board runs on sound corporate governance principles with regards to the exercising of its power and functions.

“The ministry would like the board’s commercial activities to contribute to the economic growth of this country as required in the Harambee Prosperity Plan II and always safeguard inclusive development to benefit all our people in Namibia.”

She added that there are urgent matters in the industry that need immediate attention.

She, therefore, told the members not to delay in taking decisive action.

“There are potential legal consequences if not done on time and due to pending deadlines towards achieving some milestones such as gazetting the regulations and operationalising the Lotteries Act and its regulations before the end of the year.”

The members of the Lotteries Board are Michael Mutonga (chairperson), Tabitha Mbome (deputy chairperson), Herlinde Paulino Alcock, Immanuel !Hanabeb, Charlotte Kapose and Wycliff Shililifa.
