Public enterprises minister Leon Jooste has halted the recruitment of new board members for government reinsurance firm NamibRe and the Development Bank of Namibia (DBN).

Writing to the two institutions, Jooste informed DBN board chairperson Tania Hangula and NamibRe chairperson Libertha Kapere that his ministry had to be informed before any action on the filing of vacancies for board members could start.

“Kindly be reminded that the mandate for the appointment of members of the board remains with the minister. In this regard, I hereby direct that the advertisement[s] be cancelled with immediate effect and the recruitment process … is ceased forthwith,” Jooste instructed in the letters.

Both institutions invited members of the public to apply to serve on their respective boards, with applications for NamibRe closing on 29 January, while that of the DBN was to close on 31 January.

Notices calling for applications were still up by yesterday, 17 January, despite the minister’s instruction being sent out on Wednesday, 13 January.

Providing further instruction, Jooste told the chairpersons to notify him to kickstart the process.

“The board may notify the relevant minister of the vacancies on the board so that the process of recruitment of members is undertaken in line with the procedure as prescribed by the law,” he wrote.

Meanwhile, in an interview with Namibian Sun last week, Jooste said he hoped a more proactive approach would be taken to ensure the recruitment for board members starts six months before the term of office of an existing board lapses.
