Holding hands to strengthen the TVET sector
Kickstarting the work for efficient progress
The 29-member technical committee was launched this week.
On Monday, 20 February, the ministry of higher education, technology and innovation and the Namibia Training Authority (NTA), introduced a 29-member committee - comprising of industry and sector representatives and experts - tasked to develop a technical and vocational education and training sub-framework within the National Qualifications Framework (NQF).
Launched by minister Itah Kandjii-Murangi in March 2021, its objective is to increase access and equity in technical and vocational education and training (TVET) programmes through the development of clear pathways for progression of qualifications on the existing NQF.
The ministry has mandated the NTA, as the regulatory body for the TVET sector in Namibia, to coordinate the development process of the sub-framework.
Sharing some of the strategic expectations of TVET policy of 2021 for the establishment of a qualification sub-framework, the ministry's deputy executive director Raimo Naanda said it is crucial to transform the country’s TVET sector.
“We need to improve access and continuously raise the standards of training for thousands of young people. We dare not fail and cannot be found wanting. We must be agile and responsive. This is so because a responsive and industry-relevant TVET sector stands central in overturning our unemployment challenge, which is one of our biggest stumbling blocks towards a modern economy.”
In addition, he said the impact of unemployment and underemployment in the highly segmented Namibian labour market continues to impede the economic development of the country.
Speaking at the launch, TVET regulation general manager at NTA, Tobias Nambala, said the promotion of the ProTVET project - funded by the German government through the Deutsche Gesellschaft für internationale Zusammenarbeit (GIZ) GmbH - makes it possible for the team to continue to raise the bar.
He thanked the committee members for their willingness to take part in the work that lies ahead. “We have full trust in your shared commitment to excellence in TVET and we look forward to a successful project. Make the most of what lies ahead. Be flexible, responsive and clear-eyed about successes and shortcomings."
