Orange Basin moves ahead

The Orange Basin is moving from exploration success towards the more complex task of turning major offshore discoveries into producing oilfields, with infrastructure, financing, local capacity and commercial partnerships emerging as the next critical challenges.The transition will be a central focus at African Energy Week (AEW) 2026, where a session titled Invest in Namibia: Transforming Discoveries into Production – Orange Basin's Path to First Oil will examine how Namibia can convert its petroleum discoveries into broader and longer-term economic growth.From discoveries to developmentA series of major offshore discoveries has transformed Namibia into one of the world's most closely watched oil exploration frontiers.Attention is now shifting from proving resources to developing the infrastructure, partnerships and industrial capabilities required to bring those discoveries into production.TotalEnergies' Venus discovery is technically ready to move towards a final investment decision (FID), although negotiations over fiscal terms are continuing. The development concept targets peak production of about 150 000 barrels of oil per day, while first oil could potentially be achieved around 2030.Front-End Engineering and Design (FEED) has been completed and major contractors have been selected, bringing Namibia's first potential deepwater oil development closer to execution.International interest growsThe Orange Basin continues to attract major international energy companies as exploration and development plans gather momentum.TotalEnergies and Galp strengthened their positions across the Venus and Mopane discoveries in 2025. TotalEnergies became an operator of Mopane, while Galp acquired a participating interest in Venus.In August 2026, Equinor agreed to acquire a 17.4% stake in Chevron's petroleum exploration licence (PEL) 90, marking the Norwegian company's first upstream entry into a new country since 2017.The block is expected to see another exploration well drilled before the end of the year.The growing concentration of international capital and technical expertise is increasing pressure on Namibia to determine how much of the economic activity generated by the emerging petroleum industry can be retained within the country.Local value becomes the next testThe scale of investment being contemplated has made local economic participation an increasingly urgent issue.Namibia's draft Local Content Policy identifies the development of national capabilities, employment, local procurement and stronger domestic value chains as central to ensuring that petroleum resources generate benefits beyond government revenues.The government has also highlighted technical training and partnerships between universities and industry as priorities for preparing Namibians for opportunities in the emerging oil and gas sector.For Namibia, the challenge is to move beyond an export-led model in which capital, equipment and specialist expertise flow into the country while crude oil is exported.Developing local suppliers, improving access to finance for Namibian businesses, establishing research and training hubs and creating opportunities for joint ventures could help build capabilities that extend beyond the lifespan of individual oil projects.Potential opportunities span engineering and fabrication, logistics, marine services, environmental management, digital technologies and other parts of the petroleum supply chain.“The real measure of Namibia's oil opportunity will not simply be how many barrels it produces, but how much economic value those barrels create at home,” said NJ Ayuk, Executive Chairman of the African Energy Chamber.“Namibia has a chance to build a competitive African energy industry around its discoveries, one that creates jobs, develops local companies, transfers technology and gives Namibians a meaningful stake in the country's energy future,” he added. Beyond first oilThe AEW 2026 session will look beyond the prospect of first oil itself and examine the wider ecosystem required to sustain production and translate upstream investment into long-term industrial development.With Venus, Mopane and further Orange Basin exploration moving closer to development, the focus is increasingly turning to the commercial partnerships, financing structures and technical capabilities needed to support the industry.
