MICT to boost digital literacy across Namibia

The information and communication technology ministry (MICT) is rolling out a countrywide digital literacy programme aimed at fostering rural inclusivity and tackling unemployment.

According to the ministry’s deputy minister, Emma Theofelus, digital literacy sessions will be conducted for communities in all regional MICT offices over the course of the current financial year.

Furthermore, regions equipped with the necessary facilities will also provide digital literacy training at both regional offices and rural ICT centres.

"This project, although piloted in several regions, is still in its initial stages and will be rolled out across the country. The project aims to increase digital literacy rates in the country significantly; however, there are activities that will be implemented parallel to its roll-out to further support implementation and address the needs on the ground," she said.

Positive ripple effect

Programme activities will include a baseline assessment of digital literacy in Namibia; developing a digital literacy framework and strategy; and creating awareness and hosting stakeholder engagements on the development and implementation of the initiative.

Earlier this year, at a launch of the initiative in Tsumkwe, Theofelus highlighted the scope and goals of the initiative.

"This will allow for an increase in the digital literacy rate and the uptake of e-government services. The ripple effect of digital literacy is an increase in digital jobs, increased employment opportunities, and the ease of doing business enabled by ICTs," she said.

"The government is mindful that digital government will result in increased access to opportunities presented by digital transformation to citizens as well as a reduction of costs related to accessing government services," she added.

Team effort required

Theofelus urged stakeholders to come on board and support the efforts of the ministry in advancing Namibia's digital transformation agenda.

"The ministry will play a coordinating role in implementing initiatives that will increase digital literacy in Namibia and welcomes stakeholders to register with the ministry so that they are kept abreast of all the developments and are involved in continuous stakeholder consultations."
