Prisons bet on surveillance over cell phone jammers

The Namibian Correctional Service (NCS) says it is no longer considering the use of cell phone signal jammers in prisons, despite previously citing budget constraints as a major obstacle to introducing the technology.NCS commissioner Michael Mulisa told Namibian Sun last week authorities believe current security measures are producing positive results.“While the use of cell phone signal jammers was previously considered as a possible intervention, NCS has since focused on strengthening existing security measures aimed at preventing contraband from entering correctional facilities,” Mulisa said.Mulisa said current systems effectively contribute to “the safety, security and orderly management” of prisons.The measures include upgraded integrated security systems, improved CCTV infrastructure, X-ray screening at entrances, regular anti-contraband searches and awareness programmes.Mulisa said the introduction of the Telio inmate telephone system has provided prisoners with a “secure, controlled and monitored” communication platform with families and support networks.“All calls made through the system are subject to security monitoring in accordance with applicable regulations,” he explained.The commissioner added that the strengthened controls have significantly reduced the influx of illegal phones and prohibited items into correctional facilities.New tacticsThe latest position marks a shift from NCS’ stance in 2022, when commissioner general Raphael Hamunyela told Namibian Sun the service wanted to introduce cell phone jammers but could not afford the technology due to financial constraints.At the time, he admitted some correctional officers were implicated in smuggling phones into prisons.“We have many cases of officers being part of the smuggling and we are dealing with it. Many of the culprits have already been dismissed,” Hamunyela said.The issue gained national attention during the Fishrot scandal after jailed accused James Hatuikulipi was allegedly found in possession of mobile devices on more than one occasion while in custody.Although Namibia has now moved away from these plans, neighbouring countries have continued exploring or strengthening similar technologies.In South Africa, correctional authorities intensified anti-contraband operations and expanded technology-driven prison security measures amid growing concerns over organised crime operating from inside prisons. South Africa’s correctional services department recently revealed that more than 37 000 cellphones and other prohibited items were confiscated during prison raids over the past year.Botswana has previously reported the use of cell phone-blocking systems in some prisons as part of broader anti-smuggling measures.The government’s 2026/27 budget allocated N$8.1 billion to the safety and security ministry, including N$108 million earmarked for recruitment within the NCS.phillipus@nmh-hub.com.na
