Construction Bill stuck in consultation loop - Nekundi

The long-awaited Construction Industries Bill remains stalled in the final stages of internal government processes, with works and transport minister Veikko Nekundi blaming repeated consultations and the complexity of the sector for delaying its tabling in parliament.“One of the biggest delays in bringing this bill to parliament is the back and forth, because the participants, the contractors, are the ones demanding continuous consultation and input,” Nekundi told parliament last week.He confirmed that the bill was at the final stage of the internal process and was expected to be tabled before the Cabinet Committee on Legislation soon.The minister said the diversity of stakeholders had made the legislative process more complicated than anticipated.“The challenge that we have experienced that has caused … a substantive delay is really the complexity and the absolute diversified stakeholders, particularly its richness in the participants in this industry, and they have been demanding continuous consultation, which we greatly value,” he said.Nekundi said government wants the legislation to benefit all those operating in the industry, making continued engagement necessary.He said contractors continued to identify barriers to their participation in the industry based on their daily experiences, prompting further engagement with the ministry.Despite the delays, Nekundi maintained that the bill was approaching the next stage of the legislative process.“We are now [near] the final leg of us to submit and present this bill to the Cabinet committee and subsequently to the attorney general's commission and to the National Assembly for its processing,” he said.nikanor@nmh-hub.com.na
