DWN, Rehoboth seal land deal for low-income housing

The Rehoboth Town Council has approved the sale and transfer of residential erven in Block E, Extensions 9 and 10, at a cost of N$207 713 each to the Development Workshop Namibia (DWN) under a cooperation agreement. The approval follows a council resolution dating back to 29 November 2022, which endorsed cooperation between the council and DWN in support of sustainable urban development and improved living conditions in informal settlements.DWN is a registered Namibian non-governmental organisation focused on sustainable urban development, particularly in disadvantaged communities. Its programmes include housing, urban sanitation, early childhood development and urban infrastructure.Process to be followedUnder the agreement, DWN was allocated Block E, Extensions 9 and 10, or could be offered another township or strategic greenfield area in Rehoboth earmarked for residential development.Following the approval, the municipality's housing and properties unit and DWN are expected to inform applicants within seven working days. The sales and transfers remain subject to advertisement for objections and ministerial approval, while the council's standard conditions of sale and transfer will apply. The council further stipulated that the erven may not be sold to third parties within the first five years.During deliberations, councillors sought clarity on this condition, as the municipality generally applies a 10-year restriction to certain other housing arrangements. It was explained that the five-year restriction applies because the agreement is between the council, a corporation and the applicants, rather than directly between the council and individual applicants.During the discussion, councillors also emphasised the need to avoid further delays, noting that the housing-related resolution had been pending since 2022 and that Rehoboth continues to face a housing backlog.
