'Heartbreaking' patient complaints spur reform

Namibia’s health minister Dr Esperance Luvindao has admitted that the sometimes ‘painful and distressing' criticisms of Namibia’s public health care system have pushed the ministry to establish a complaints management system to restore trust and accountability."As we launch this standard operating procedure, we must speak with the courage of honesty," the minister said in a statement.She said for too long headlines have "painted a distressed picture of our public health institutions. We have heard the cries of the Namibian people".Luvindao said public criticism has focused on several issues, including systemic resource constraints and critical supply shortages, as well as infrastructure "that does not always reflect the dignity of our people".She added: "Perhaps most painful are the reports of unprofessionalism, allegations of neglect, poor communication, and the heartbreaking claim that treatment is sometimes based on social status rather than medical urgency”.She added that incidents such as the unauthorised sharing of patient videos on social media represented "a breakdown in the sanctuary that a hospital is supposed to be".Luvindao stressed, however, that there are also countless examples of dedication and professionalism that rarely attracted public attention. "Very often, we receive comments of appreciation and testimonies from patients who have experienced what I call 'Pockets of Excellence' within our system," she said."Our task today, through this standard operating procedure (SOP), is to ensure that these 'Pockets of Excellence' are the non-negotiable standard for every Namibian person who walks through our doors."No voice ignoredThe newly launched framework introduces a structured complaints management system designed to ensure concerns are dealt with at the appropriate level and within prescribed timeframes.Luvindao said the framework is intended to address longstanding weaknesses in complaints handling, where issues were often escalated directly to senior officials because of a lack of confidence in local resolution mechanisms. "The standard operating procedure for the management of complaints is our definitive answer to systemic gaps. It is a bold framework designed to ensure that no voice is ignored," she said.Under the system, complaints will be classified according to risk levels. Serious allegations involving abuse, negligence or deaths linked to care will require immediate reporting and escalation within 24 hours, while complaints relating to waiting times, cleanliness and administrative delays will follow separate response pathways.The SOP also requires every complaint to be documented, acknowledged, and resolved within specified timelines, beginning at facility level through customer care officers before progressing through district, regional, and national structures where necessary.To support implementation, the ministry has recruited dedicated customer care officers at major facilities and plans to expand the initiative nationwide. "Their sole responsibility is customer care. These officers are the first point of contact, ensuring that complainants are heard in a private, respectful environment," Luvindao said.Health Professions Council of Namibia registrar and chief executive officer Dr Cornelius Weyulu welcomed the initiative, describing it as a major step towards improving public confidence in healthcare services. "The introduction of the SOP represents a significant milestone in strengthening accountability, responsiveness, and quality assurance within our health care system," he said."Complaints, when managed constructively and fairly, provide valuable insights into systemic challenges, communication gaps, procedural shortcomings, and opportunities for improving patient care," he said.He further emphasised the importance of confidentiality and fairness, saying patients and healthcare professionals alike must be protected throughout the complaints management process.
