Dentist arrested over alleged PSEMAS fraud
A dental therapist operating practices in Rundu and Grootfontein has been arrested and charged with fraud and corruption after allegedly submitting false medical claims to the Public Service Employees Medical Aid Scheme (PSEMAS).
The Anti-Corruption Commission (ACC) said Sydney Mulenga Munkonge, the proprietor of Sydney Dental Therapists CC, was arrested following an investigation into claims submitted for services that were allegedly never rendered to PSEMAS beneficiaries. According to the ACC, the alleged fraudulent claims were submitted between 2013 and 2017 and amounted to N$405 675.
“The matter was investigated and substantiated, and upon completion of the investigation the case docket and all relevant evidence were submitted to the Office of the Prosecutor-General,” the commission said. The Prosecutor-General subsequently decided to prosecute both Munkonge and Sydney Dental Therapists CC, on multiple charges.
He faces 123 counts of fraud, as well as charges under section 43(1) of the Anti-Corruption Act, which relates to corruptly using one’s office or position for gratification, and section 35(3)(b) of the Act for the use of false documents to mislead a principal or agent. Munkonge appeared before the Grootfontein Magistrate’s Court on 5 February 2026, where he was granted bail of N$50 000 on Friday.
The case has been postponed to 26 February 2026, when he is expected to appear before the Regional Periodical Court in Grootfontein.
