Tsumeb re-advertises CEO post with 4% salary increase, new requirements
The Tsumeb Municipality has re-advertised the vacant chief executive officer (CEO) position, this time with a 4% salary increase and a new driver’s licence requirement.
The latest advert, issued last week, offers an annual salary of N$599 677, up by N$23 000 from last year’s N$576 677 offer.
A notable change in the requirements is the introduction of a Code BE driver’s licence, replacing the previous Code B.
The difference is that a Code BE licence allows the holder to tow a trailer with a Gross Vehicle Mass exceeding 750 kilograms.
In addition, the municipality has broadened the qualification criteria. Candidates with qualifications equivalent to an honours degree in strategic management, leadership, or change management are now eligible to apply—an option not available in the previous round.
Tsumeb has been without a substantive CEO since 2 September 2024, when Victoria Kapenda resigned to take up a similar position at the Walvis Bay Municipality.
Veteran administrator Frans Enkali, who was called out of retirement, has been acting in the role since then.
Second time
This marks the second time the post has been advertised after the first recruitment attempt failed. Last year, only one of the three shortlisted candidates, Petrus Sindimba, then CEO of the Nkurenkuru Town Council, attended the interview.
It remains unclear whether he was successful.
Sindimba has since been appointed as an executive director in the Ministry of Urban and Rural Development, though without accounting powers.
Reports also indicate that the position was re-advertised following a complaint from an applicant who was disqualified after mistakenly ticking the female gender box despite meeting all the requirements.
Despite the attractive remuneration package and benefits, the Tsumeb Municipality faces serious challenges. he town’s hard water, deemed unfit for human consumption, forces residents to boil or buy purified water.
Waste management is another major concern, with rubbish scattered across the town—especially in informal settlements, where mini-dumping sites are visible everywhere.
