Crippling debt drives civil servants to depression, suicide – MPs

Mounting debt among Namibia's civil servants is being linked to depression, suicide and family breakdowns, with lawmakers warning the crisis is now threatening the delivery of essential public services.The concerns emerged during a public hearing of parliament's standing committee on economy and industry, public administration and planning, chaired by Swapo backbencher and former finance minister Ipumbu Shiimi. The committee is investigating the growing indebtedness of public servants and the effectiveness of existing laws designed to protect borrowers.Throughout the hearing, MPs argued that excessive debt has evolved from a financial challenge into a grave social, governance and mental health crisis affecting thousands of public servants and their families.Committee member Immanuel Nashinge said the country is witnessing the human cost of financial distress."Young and old are today committing suicide because of the financial crisis they are finding themselves in, both in the public and private sectors," he said.Nashinge said Namibia can no longer afford to ignore the problem."It's a huge crisis. We are losing brilliant minds simply because we don't have a system in place that can guide and assist our people," he said.Nashinge argued that government has a responsibility to safeguard citizens' well-being and should explore interventions adopted elsewhere, including financial counselling and structured support systems to help workers manage debt before their situations become desperate.His remarks shifted the discussion beyond salary deductions and microlenders to the growing mental health burden associated with over-indebtedness. Several lawmakers warned that financial difficulties are increasingly manifesting in anxiety, depression and declining workplace performance.Suicides and depressionCommittee member Willem Amutenya said the effects of debt are already being felt across critical public services."We have employees who are committing suicide and are depressed. The majority of them, to be honest with you, are teachers who are supposed to teach our children. I wonder how an effective teacher can teach a child when he is depressed on a daily basis," he said.Amutenya said the implications extend far beyond the impact on individuals, with excessive indebtedness creating vulnerabilities within institutions entrusted with education, healthcare and national security."We are talking about police and security personnel who are supposed to protect us, yet they are in financial distress. They can be bribed because they are already financially stressed," he said."We are talking about nurses who are supposed to take care of our health, while they themselves are not psychologically healthy because of this financial situation."The hearing exposed growing concern among MPs that existing safeguards intended to prevent excessive salary deductions are no longer working effectively.Officials from the Office of the Prime Minister acknowledged that indebtedness among civil servants has become a serious concern and pointed to weaknesses in the implementation of controls designed to prevent excessive borrowing.Psychological harmExecutive director Shivute Indongo told the committee that the Office of the Prime Minister would undertake further work to establish the full extent of the problem and gather more detailed information on the financial pressures facing public servants.Committee members repeatedly questioned whether the one-third salary deduction rule was being properly enforced and whether regulators and lenders were doing enough to assess borrowers' ability to repay loans before extending additional credit.Several MPs argued that the problem is being compounded by easy access to credit, inadequate affordability assessments and the continued ability of some lenders to secure repayments directly from employees' salaries.Shiimi questioned why lenders should continue enjoying direct access to public servants' salaries when similar arrangements do not exist for most private-sector workers.He argued that excessive deductions are undermining morale, productivity and service delivery, while raising broader concerns about the effectiveness of the regulatory framework governing lending practices.The committee also heard concerns that existing laws and regulations may be adequate on paper but are failing in practice because of weak enforcement and oversight.Lawmakers repeatedly returned to the Labour Act's one-third deduction principle, arguing that strict enforcement could have prevented many public servants from falling into unsustainable debt cycles.The hearing also highlighted calls for stronger financial literacy programmes, enhanced employee wellness initiatives and specialised counselling services for workers experiencing financial anxieties.MPs suggested that government consider establishing dedicated structures to monitor the financial well-being of public servants, provide early intervention and identify employees at risk of severe psychological distress linked to debt.
