Ambassador Emilia Mkusa appointed as secretary to Cabinet

President Netumbo Nandi-Ndaitwah has appointed Ambassador Emilia Mkusa as secretary to Cabinet, effective 1 May.Mkusa brings over three decades of public service experience to the role and has held senior roles across government, including within the international relations ministry, the National Assembly and the National Council.Her appointment follows her most recent post as presidential adviser on political affairs, a role she took on in September 2024.From 2017 to 2024, Mkusa served as Namibia’s ambassador to Ethiopia, Djibouti, South Sudan and Sudan and represented the country at multilateral bodies including the African Union and the UN Economic Commission for Africa.She also served on the AU Peace and Security Council during her diplomatic tenure. Domestically, she was secretary to the National Council from 2015 to 2017 and director for general services at the Ministry of International Relations from 2013 to 2015.Between 2002 and 2013, she held several senior roles in the National Assembly, including director in the Speaker’s Office, and also served as a financial adviser.Long public service career Mkusa began her civil service career in 1990 at the foreign affairs ministry and was later posted to Namibia’s permanent mission to the United Nations in New York. There, she worked in multilateral diplomacy, including on the UN’s Fifth Committee, and served as rapporteur to the Committee on Conferences.She holds a bachelor’s degree in business administration from the University of Namibia, a national diploma in commerce from the then Polytechnic of Namibia, and an executive development certificate from the University of the Witwatersrand in South Africa.Her professional training includes courses in diplomacy, advanced financial management and peace and security in Africa.In a statement issued by State House on Monday, Nandi-Ndaitwah expressed confidence in Mkusa’s ability to take on the responsibilities of the role and wished her success in carrying out her duties.
