Emergency procurement kicks in
Emergency approval has been granted to purchase food for all state hostels for the next six months.
The education ministry has confirmed that all state hostels have sufficient food supplies to meet the needs of hostel students for the next six months – until 30 September.
Students housed in these facilities will continue to receive uninterrupted meals until the end of September while legal challenges related to the procurement process for hostel food contracts are resolved.
In a statement issued this week, the ministry said that arrangements for long-term procurement over 36 months are being managed by the Central Procurement Board of Namibia (CPBN) and are close to being finalised.
Meanwhile, the finance ministry has granted approval to the education authorities for emergency procurement in accordance with Section 41 of the Procurement Act, enabling the purchase of necessary food supplies for state hostels across the country for a period of six months.
Food delivery hurdles
Network Media Hub (NMH) previously reported that the ministry had confirmed that in March a review panel had found the procurement process for supplying and delivering food to state hostels had been cancelled, requiring the process to be restarted from scratch.
The step followed legal challenges initiated by several bidders as part of the tender process.
Due to the cancellation, hostel students would have been without food from 1 April, as the contracts with the previous service providers expired on 31 March.
"The procurement contracts with the current service providers cannot be extended further, as the extension approval granted by the then Ministry of Finance and State Enterprises has also expired," the statement said.
