PG to decide fate of Oshakati killer dogs’ owner

The fate of Chinese businesswoman Huang Lingyan (42) - whose dogs killed a man at Oshakati on Sunday during a vicious attack - is in the hands of Prosecutor-General Martha Imalwa, who must decide whether to prosecute her once police are done with investigations into the incident.

The five dogs attacked Ruben Abraham (44), a security guard, who succumbed to his injuries at the Oshakati State Hospital.

The next morning, they attacked another man, Simon Jafet (25), who too had to receive treatment at the same hospital, although he survived the attack.

The attacks happened at Panama Tiles and Paint Wholesale, owned by Huang.

In a statement, Namibian Police spokesperson, Deputy Commissioner Kauna Shikwambi, said Abraham’s family members have been informed that the case docket will be forwarded to Imalwa’s office for a decision.

The family will be informed about the outcome, she added.

Culpable homicide

A case of culpable homicide has been opened against Lingyan.

Shikwambi refuted allegations that the police had stopped the deceased’s family from registering a case.

“It is alleged that the deceased's family members insisted to register a case at Oshakati Police Station, but they were informed that a case of assault [with the intent to cause] grievous bodily harm was already registered by the state by then. After the police learnt that the deceased succumbed to his injuries, the charge was converted to that of culpable homicide,” she said.

She added that the incident is regrettable and the police sympathise with the family for their loss.

The dogs – Rottweiler and German Shepherd mixed breeds - were euthanised on Monday.
