Councillor charged with culpable homicide
The regional councillor for the Okaku constituency, Gerson Kapenda, is out on N$10 000 bail after a hit-and-run incident.
Swapo’s councillor for the Okaku constituency, Gerson Kapenda, will be back in the stand in July for alleged culpable homicide.
He has been out on N$10 000 bail since April 2021 after he allegedly ran over and killed 31-year-old musician Gabriel Emvula, well known as ‘Mandala GeEpafu’ before fleeing the scene.
The fatal crash reportedly took place at around 21:00 while Kapenda was driving a government vehicle.
Kapenda allegedly hit Emvula with the vehicle's mirror at Oshikuku before driving off. At the time, Emvula was rushed to the Oshikuku hospital where he was declared dead on arrival.
The councillor is charged with culpable homicide for failing to stop at the accident scene, failing to establish the nature and extent of injuries sustained by the victim, failing to help the injured person and negligent and reckless driving.
No way
According to concerned citizens, Kapenda’s case docket had gone missing and the case had gone cold.
However, Omusati head of criminal investigations, deputy commissioner Moses Simaho, on Monday disputed the claims, saying Kapenda is scheduled to appear in the Oshakati Magistrate’s Court on 13 and 14 July.
He said the police have made significant progress on the case and “there was no way a docket could go missing”.
