Eiseb to make corruption 'too risky to profit from'

Incoming Anti-Corruption Commission (ACC) director general Bryan Eiseb has outlined a bold vision for Namibia's anti-graft fight, saying success should not be measured by arrests and prosecutions alone but by preventing corruption before it happens and stripping offenders of any opportunity to enjoy their ill-gotten gains.Delivering a keynote address at a training event at the African Ombudsman Research Centre in Windhoek yesterday, Eiseb said corruption must be viewed first and foremost as a service delivery crisis rather than merely a criminal justice issue."Preventing corruption is more effective, less costly and more sustainable than combating and enforcing it," he argued, adding that law enforcement should remain a last resort but one that must be applied without fear or favour."The culprits [must face] the full wrath of the law irrespective of their social standing," Eiseb said.The remarks offer the clearest indication yet of the approach Eiseb intends to take once he formally assumes leadership of the ACC, succeeding long-serving director general Paulus Noa, whose two-decade tenure comes to an end this month.President Netumbo Nandi-Ndaitwah nominated Eiseb, the Financial Intelligence Centre (FIC) director, to lead the anti-graft watchdog for a five-year term, a nomination subsequently approved by parliament.Eiseb takes the helm with an extensive background in financial crime investigations and anti-money laundering.Before heading the FIC, he served in senior positions at the Bank of Namibia, acted as executive director in the former Ministry of Mines and Energy, and chaired several public institutions, experience widely seen as equipping him to tackle increasingly sophisticated financial crimes.His appointment also comes at a time when the ACC is under pressure to restore public confidence after years of criticism over its handling of high-profile corruption cases. During parliamentary debate on his nomination, several lawmakers urged him to rebuild the institution's credibility and enforce the law impartially.Public deniedIn his address, Eiseb argued that corruption's greatest damage is not the money stolen but the public services denied to citizens. He said the ultimate victims of corruption are ordinary Namibians, particularly vulnerable groups such as pensioners, orphans and vulnerable children."Whenever a procurement contract is manipulated, a school or hospital remains an unfinished project," he said."When a public official improperly awards a licence, an economic opportunity is denied to bona fide deserving applicants. When public funds are misappropriated, essential services such as healthcare, water, housing and education remain only an idea, leaving most citizens destitute," he stressed.For that reason, he argued, corruption prevention should be treated as an essential tool for improving the quality, accessibility and efficiency of public services rather than merely as a compliance exercise.On the money trailDrawing on his financial intelligence background, Eiseb devoted considerable attention to the link between corruption and money laundering, describing the two as inseparable."Every corrupt transaction generates a financial benefit... the beneficiary must eventually find a way to disguise and benefit from the illicit gains," he said, adding that stronger anti-money laundering systems make it increasingly difficult for corrupt individuals to conceal stolen assets.He identified unexplained wealth as one of the most powerful preventive tools available to investigators.Where an individual's lifestyle, expenditure or assets cannot reasonably be explained by legitimate income, he said, authorities should ask a simple but critical question: "How was this wealth acquired?""If corrupt individuals cannot safely enjoy the proceeds of their crimes, the incentive to engage in corruption is significantly reduced," Eiseb said.AI as a toolEiseb also pointed to artificial intelligence as a potential game changer in the fight against corruption.He said every corrupt transaction leaves behind a digital footprint in tenders, invoices and payment records, enabling AI to detect suspicious bidding patterns, repeated contract awards and duplicate payments long before public funds disappear.Such technology, he argued, would allow governments to monitor high-risk projects in real time and direct investigators to the areas of greatest concern before losses escalate.He further called for stronger corruption risk assessments in procurement, recruitment and licensing, coupled with secure whistleblower systems and greater public participation in exposing wrongdoing."No legal framework, no investigation and no technology can substitute for ethical leadership," he said, urging public institutions to strengthen codes of conduct, integrity training, conflict-of-interest management and financial disclosure systems.Concluding his address, Eiseb challenged public institutions to treat every complaint as intelligence, every investigation as an opportunity for reform and every digital record as a tool for prevention."When corruption is prevented, public resources are protected," he said."When public resources are protected, service delivery improves. When service delivery improves, public trust grows, and democracy, accountability and the rule of law are strengthened."
