Small-scale fisheries' role highlighted

Elizabeth Joseph
The fisheries and marine resources ministry last week launched its national plan of action for the small-scale fisheries sector (NPOA-SSF) for the period 2022-2026 in Swakopmund.

Fisheries minister Derek Klazen said the action plan is aimed at recognizing the important role the sector plays in Namibia’s socio-economic growth and economic transformation.

"NPOA-SSF strategies support small-scale fisheries development and build resilience for small-scale fishers, including fisherwomen, fishermen, youth, persons living with disabilities fish workers, and fish traders - the majority of whom happen to be previously disadvantaged riparian and coastal communities - to secure their livelihoods," he said.

The plan highlights inclusivity, social equity and empowerment opportunities for small-scale fishers, by advocating for equitable fisheries resource distribution.

Global goals

Klazen said the launch is timely since it coincides with the International Year of Artisanal Fisheries and Aquaculture (IYAFA 2022).

"I want to acknowledge the technical support provided by the Food and Agriculture Organisation (FAO) and key strategic partners in developing Namibia's NPOA-SSF," he said.

FAO representative, Farayi Zimudzi said the plan forms part of a framework for the period 2022 to 2031 advocating four key points - better production, nutrition, environment, and a better life.

"As we are all aware, the best price does not always materialize due to the inherent dynamics of the informal markets which allow buyers to bargain,” Zimudzi said.

She said IYAFA 2022 is not just a year of celebrations, but also a call for all stakeholders to work hand-in-hand to achieve a world in which small-scale artisanal fishers, fish farmers and fish workers are fully recognized and empowered to continue their contributions to society.

FAO reaffirmed its commitment to supporting the Namibian Government to achieve short, medium and long-term commitments regarding the small-scale fisheries sector.
