Ministry clarifies payment and input procedures for small-scale farmers
The Ministry of Agriculture, Fisheries, Water and Land Reform has assured small-scale farmers at the Uvhungu-Vhungu Green Scheme that their concerns regarding payments and production support have been addressed.
In a response to questions sent by Namibian Sun, the ministry this week said all farmers have received their outstanding proceeds following a visit by the interim Agro-Production Unit on 20 August 2025.
The ministry clarified that input costs for the upcoming production season are deducted upfront from payments to ensure farmers have the necessary resources while promoting financial discipline.
“The Small-Scale Farmer Programme is designed to develop and empower Namibian farmers into fully-fledged commercial operators,” the ministry said. “Providing land, technical guidance, financial support, and production expertise equips farmers to manage sustainable operations independently.”
To strengthen oversight, the ministry is establishing a dedicated Agro-Production Unit to coordinate all government green schemes, address farmer grievances, and resolve production challenges efficiently.
An interim unit has already been appointed to maintain consistent support while the permanent structure is finalised.
The ministry emphasized that the programme is not only about immediate financial support but also about equipping farmers with skills to manage sustainable commercial farms.
“These measures ensure farmers can contribute meaningfully to national food security and economic growth,” the statement read.
