EDITORIAL: Time to rethink our municipal boundaries

The growing calls to merge Oshakati and Ongwediva into a single municipality deserve more than casual social media debate. The two towns may exist as separate local authorities on paper, but anyone familiar with the area knows that they function as one continuous urban space. Barely eight kilometres separate their centres, and in many places there is no obvious point at which one town ends and the other begins. The same question has been raised about Ondangwa and Oniipa. Last year, urban development minister James Sankwasa publicly questioned the rationale for maintaining separate local authorities for towns that are a crawling distance from each other.His point deserves reflection. As Namibia urbanises, it is only natural that governance structures should evolve alongside changing realities. Boundaries drawn decades ago should not become untouchable if they no longer serve the country's best interests.Municipal mergers are hardly unprecedented. Hungary combined the historic cities of Buda, Pest and Óbuda to create Budapest, now one of Europe's great capitals. In China, Wuchang, Hankou and Hanyang were brought together to form Wuhan, a city that has grown into one of the country's major economic centres.The motivation behind such mergers is rarely sentimental. It is practical. A unified municipality can eliminate duplication of services, reduce administrative costs, strengthen infrastructure development and present a more attractive destination for investors. Rather than maintaining multiple councils, CEOs and service departments within the same urban corridor, resources can be pooled to deliver better outcomes for residents.None of this suggests that mergers should be pursued blindly. Every proposal must be informed by rigorous feasibility studies, public consultation and a clear assessment of the costs and benefits. The conversation has begun in the court of public opinion. Perhaps it is now time to formally structure it.
