Coming from a humble background, Sam Shivute was born in the Olunkono village near Ondangwa. He is a well-rounded, hardworking individual who gives his all when given a task.
He attended Oshitayi Primary School and completed secondary school at Iipumbu Senior Secondary School in 1994.
Growing up, he was very aware that his parents could not afford his university fees, so he decided to look for a job to fund his own studies. Finally, he got a job as an assistant taxi driver and later joined the Namibian Police.
The majority of his years at the police, he served as a detective, a position he held for eight years.
“In the Namibian police, I served at Wanaheda police station, Wanaheda detective unit, theft of motor vehicle unit, crime information unit, serious crime unit under the leadership of commissioner Nelius Becker, and I lastly served at commercial crime investigation unit until 31 January 2003,” Shivute said.
Moving on up
He then joined the Bank of Namibia on 3 February 2003 as the manager of the protection services division. In 2010, he was transferred to serve as the deputy director of the currency and banking division under the leadership of Lea Namoloh.
In 2012, he was promoted to the position of director of the banking services department, one of the bank’s largest departments.
During his 25 years of public service, he has managed to achieve several qualifications. A national diploma in police science from the then Polytechnic of Namibia (now the Namibian University of Science and Technology), a B Juris degree from the University of Namibia and a master’s of law in international finance and banking law at Liverpool University, as well as an accredited transformational coach qualification, trained by Animas Centre of Coaching in the UK, just to name a few.
A continuous process
“I have extensively prepared myself for this position through my continuous studies and extensive reading. Being coached and mentored by tax experts and leaders I look up to. By being a follower and being a member of the African Tax Administration, which keeps us informed about the global tax agenda and how African countries can respond to the challenges facing tax administration.
I believe in the 5 Ps: Proper preparation prevents poor performance. Preparation is a continuous process and I am still preparing for the new position,” Shivute said of his appointment as the commissioner of the newly established Namibia Revenue Agency (NamRa).
His duties will be to spearhead the preparatory activities necessary to ensure the readiness and commencement of NamRa.
His inspiration
“I am inspired by being in a positive environment. Great self-development books inspire me greatly. I am happier when I help and see people growing to their full potential,” he said.
“I am happier when I am of service to humanity and serving others with passion. I enjoy travelling and living life to the fullest.”
He further said he believes in ‘being unlimited’, which is his personal motto.
“I am the proud owner of the #BeUNLIMITED brand,” he said.
