JUST IN: Councillor 'kills' musician

Okaku constituency councillor Hannu Kapenda was arrested after his official vehicle hit and killed musician Mandala Ge'Epafu at Oshikuku last night. Mandala sustained fatal injuries after being hit by the mirror of Kapenda's car, police say.
