Editorial: Voter apathy threatens the promise of democracy

The slow start to Namibia’s 2025 regional and local authority elections yesterday is more than a statistic – it is a warning signal. Across the country, polling stations opened to empty halls, short queues and an air of disengagement that speaks volumes about the state of our democracy. Some polling stations had more election officials than voters.



In communities such as Mukwe constituency, residents openly refused to vote, citing broken promises by past councillors. For them, casting a ballot feels futile when essential services continue to elude them.



Voter apathy does not emerge in a vacuum. It is nurtured by repeated experiences of disappointment, political fatigue, and the perception that elected representatives fail to translate electoral mandates into tangible improvements in citizens’ daily lives.

Low voter turnout weakens the legitimacy of elected councils, diminishes public accountability and reinforces the cycle of disillusionment. Citizens who feel powerless are less likely to hold leaders to account, while policymakers may be tempted to overlook local needs, knowing that electoral consequences are muted.



It is not only a question of awareness or registration drives. Electoral authorities and political parties must confront the root causes of disengagement. Service delivery failures, unfulfilled election promises and the perception that local elections do not produce meaningful change are issues that cannot be papered over with publicity campaigns. Citizens must see that their vote can drive tangible improvements in their communities.



Namibia’s democracy is stronger when citizens participate actively, not passively. Policymakers and elected officials must remember that ballots represent more than political competition – they are the bridge between governance and the governed. If that bridge is broken by neglect or inaction, voter apathy will continue to grow, and with it, the very promise of democratic accountability will erode.
