EDITORIAL: Nida needs clear authority to deliver on mandate

Confusion over authority at the Namibia Industrial Development Agency (Nida) risks weakening an institution expected to manage a substantial public portfolio.

Questions surrounding the board, the absence of a substantive chief executive, the investment committee’s role and government’s involvement in approving major projects point to a governance structure that requires urgent clarification. Large investments cannot be managed effectively when it is uncertain who evaluates proposals, who makes recommendations, who approves them and who is ultimately accountable.

Government oversight is necessary because Nida manages public assets, but oversight should not become operational interference. Equally, neither the board, management nor committees should exercise powers beyond clearly defined mandates. Every major decision must follow an established process, supported by proper records and transparent lines of responsibility.

Nida has the potential to unlock industrial projects, restore underused facilities, support local businesses and expand employment. That potential will remain unrealised if management uncertainty delays decisions or discourages credible investors.

Government must stabilise the agency by resolving the substantive chief executive position, clarifying the authority of every structure and publishing the approval process governing major investments. Nida needs accountable leadership, not competing centres of authority.
