EDITORIAL: Health ministry plasters over deep corruption wounds

Corruption in the ministry of health is no longer whispered about in corridors or buried in anonymous complaints. It has reached the desks of the Anti-Corruption Commission (ACC) – filed by the health minister herself.Yet, even as these investigations gather dust and momentum in equal measure, the officials at the centre of the storm remain comfortably employed within the same ministry. Instead of suspension, they have gracefully been shifted elsewhere within the building.What message does it send when individuals reported to the ACC are still trusted enough to occupy desks in other divisions? It suggests that corruption, even when credible, is not disqualifying. It suggests that consequences are optional. Worse still, it suggests that the system is more interested in containing embarrassment than enforcing accountability.For the public, this is more than administrative absurdity. It is a direct insult. Citizens who queue at clinics only to be told there is no medicine are being asked to trust a system that cannot even take the most basic precaution against those suspected of compromising it. Suspension is not a declaration of guilt; it is a necessary step to protect investigations and preserve integrity.Inside the ministry, the message is even more corrosive. It tells honest workers that integrity carries no reward, while quietly reassuring the dishonest that exposure carries little risk. Over time, this is how institutions rot – not through grand scandals alone, but through the steady normalisation of impunity.Namibia cannot claim to be serious about fighting corruption while treating it as a matter of internal reshuffling. You do not combat wrongdoing by relocating it. You confront it, decisively and visibly. Until that happens, every transfer dressed up as action will look like avoidance masquerading as governance.
