EDITORIAL: Coexistence must be settled by evidence

The question of industrial coexistence is becoming increasingly important in Namibia.For several years, a dispute has simmered between tourism operator Ultimate Safaris and mining claims holder Timoteus Mashuna over proposed tin mining at the Goantagab Mine in the Kunene region. At its heart is a difficult question about whether mining and tourism, particularly conservation-based tourism, can occupy the same space without one undermining the other.Now a similar debate is emerging along the coast.The proposed Sandpiper project by Namibian Marine Phosphate, south-west of Walvis Bay, has reopened the contentious question of whether phosphate mining and fishing can coexist in Namibia's marine environment. The disagreement has escalated to the point where legal threats are being exchanged, underscoring just how deeply contested the issue has become.But perhaps Namibia should welcome this debate rather than fear it. The country is entering an era in which different industries will increasingly compete for access to the same spaces and resources. Mining, fishing, tourism, conservation, agriculture, energy and other economic activities will inevitably come into contact.The answer cannot always be to choose one industry and sacrifice another. Nor should every conflict automatically be framed as a battle between good and evil, with one side portrayed as protecting Namibia and the other as destroying it. Both mining and tourism are legitimate economic activities. The real question is whether they can operate alongside one another without compromising the environmental and economic interests of future generations.That question cannot be answered through political rhetoric, commercial lobbying or court rulings. It must be answered through science.Namibia needs rigorous, independent evidence to determine where coexistence is possible, under what conditions it can occur and where the risks are simply too great. This requires both caution and pragmatism.
