ITC drives procurement transformation in Namibia
9th annual procurement conference
A three-day procurement conference facilitated by the Intelligence Transfer Centre (ITC) is taking place under the theme 'Driving Procurement Transformation in Namibia'.
The conference, held from 7 to 9 September at the Windhoek Country Club, is led by the objective of providing a platform for industry stakeholders to discuss issues within existing procurement structures, such as ensuring accountability and transparency in the public and private sectors.
This year, the conference takes a closer look into the Southern African region, attracting speakers from African countries including, Botswana, South Africa, Zambia, Zimbabwe and Namibia, as well as representatives from different companies in Namibia.
Many shared ideas and resolutions to better procurement measures in Namibia while discussing regulations to ensure that bidders comply with the laws as part of their contractual obligations.
Follow the rules
During the first day of the conference, topics discussed included addressing confusion regarding operations of the Procurement Policy Unit (PPU) as well as the Central Procurement Board of Namibia while identifying their respective roles.
Head of the PPU at the finance ministry, Francois Brand, who facilitated a 90-minute workshop, highlighted the procurement policy landscape in Namibia with regards to the Public Procurement Act.
"Namibia has one of the best Public Procurement Acts globally. It simply requires us to follow it thoroughly and implement it correctly," he said. Additionally, he said the finance ministry is committed to assist Namibians within procurement to help them operate more prominently by educating both the private and public sectors on pertinent issues.
Brand emphasised the importance of keeping abreast of measures to ensure that the Public Procurement Act is rightly executed.
He said this is done through digitization, compliance and ethics, capacitation and training staff, among other means.
The spotlight
Key issues spotlighted at the conference included a 90-minute panel discussion on cross-border procurement; crisis procurement; procurement during natural disasters and outbreaks, and more.
Additionally, key strategies discussed included integrating environmental impact into the procurement process; the role of the procurement management unit as a tool towards a strategic goal in a public enterprise, and the role of the procurement management unit.
Participants also discussed ways the government can reduce the environmental impact of these front-end procurement activities, as well as decoding and providing a clear understanding of requirements on bid documents and raising awareness about how the procurement process works.
Discussions also addressed crisis procurement to derive a crisis management methodology, and strategies for procuring during national crisis as well as procurement best practices.
The conference concludes today, highlighting topics that include combatting corruption during emergency procurement in Africa and gauging best practices for all procurement key stakeholders.
