Lawmakers implore Govt to speed up recruitment

Lawmakers are calling on the government to improve the efficiency of its recruitment processes, saying they are not responsive enough to ensure effective service delivery.The chairperson of the Parliamentary Committee on Economy, Industry, Public Administration and Planning, Ipumbu Shiimi, said recruitment is often slow, which negatively affects the delivery of public services.Shiimi made the remarks at a recent stakeholder engagement held in Swakopmund.“The current recruitment process in government is unnecessarily lengthy, and it negatively affects the delivery of public services. This needs urgent review. We will also interrogate the effectiveness of the current policy whereby civil servants are not allowed to jump ranks, even when they qualify to serve in senior positions,” Shiimi said.He also called on the government to strengthen its resolve in dealing with civil servants who fail to perform in line with agreements signed to enhance service delivery.“We will also seek clarity on the necessary reforms being undertaken to create incentives for performance and to improve efficiency in the public service. For example, although a performance appraisal system has been implemented, it is not being effectively used to reward performers and hold non-performers accountable,” Shiimi said.“Consequence management should therefore be strengthened in the public service to nurture a meritocratic system, as often articulated by our President, Her Excellency Netumbo Nandi-Ndaitwah,” he added.
