Walvis Bay ready to fast-track serviced land delivery

Under pressure to deliver
The Walvis Bay municipality believes that, together with private developers, it will be more effective and able to address the delivery of serviced land and housing.

The Walvis Bay municipality has resolved to allocate unserviced portions of land in Narraville to various private developers in order to fast-track the delivery of serviced plots in Walvis Bay.

"The municipal council of Walvis Bay is currently under pressure with the delivery of serviced land. It has become evident that council is not able to deliver serviced land at the required rate to satisfy the demand for housing in Walvis Bay. In an effort to fast-track the delivery of serviced land, it has been acknowledged that there is a need to involve private developers," the most recent council meeting minutes read.

Management committee chairperson, councillor Richard Hoaeb, said various private developments around town currently contribute towards alleviating the demand for serviced land and housing.

"The opinion is therefore held that this council, together with private developers, will be more effective and able to address the demand and delivery of serviced land and housing".

List of recommendations

According to Hoaeb, council recommended that after all approvals have been obtained, the agreements of sale be signed, a 10% deposit of the purchase price be paid by each developer on the date of sale, and the balance be paid within 120 days from the date of sale.

Council also recommended that the respective developers, at their own cost, be responsible for the design and construction of all services, including earthworks and bulk services. Further, that the respective developers, at their own cost, do all required groundworks, provide all outstanding services and adhere to the guidelines requirements for all services, i.e., water connection, water/sewerage/electrical reticulation, tarred roads, and that such services be donated to council, free of charge," he said.

The council further recommended that the respective developers commence with development within twelve months from the date of transfer in the deeds office and that such development be completed within twenty-four months from such a date of transfer.

"Failing to comply would result in the undeveloped erf/erven to revert back to council at the cost of the developer," Hoaeb added.
