RA sacks two managers over N$16 million tender corruption
The Roads Authority (RA) fired two senior officials yesterday following the conclusion of an internal disciplinary process related to allegations of corruption in a N$16 million tender.
In a media statement issued on Monday, RA chief executive officer Mbahupu Tjivikua confirmed that Johan Boois, the executive officer for transportation, and divisional manager for the transport inspectorate Richard Milinga had been dismissed following a disciplinary hearing.
“The RA confirms that due process was followed in accordance with the organisation’s disciplinary procedures and governance framework,” the statement read.
The authority did not disclose the reasons for the disciplinary action, saying no further details would be provided out of respect for the rights and dignity of those involved.
However, Namibian Sun understands that the dismissals followed accusations of inflating a tender worth N$16 million to purchase 17 vehicles for the parastatal’s road safety unit.
The Namibian reported in 2023 that the cars were bought for N$1.2 million each, significantly exceeding their showroom value of N$800 000 at Windhoek car dealerships.
In a separate incident, Milinga was arrested in 2025 by the Anti-Corruption Commission (ACC) and faced charges of fraud, theft and money laundering after he – alongside SASCO managing director Grant Cloete – allegedly conspired to steal an RA weighbridge in Walvis Bay and rented it out for personal gain. Their case remains active in court.
Interim appointments
To ensure continuity and maintain service delivery standards, the RA announced two interim appointments within its transportation business unit.
Taukondjele Nambinga has been appointed acting executive officer for transportation, while Michael Shetunyenga will serve as acting divisional manager of the transport inspectorate.
According to the authority, the interim appointments are aimed at ensuring stability and the continued effective functioning of the transport division.
The RA reiterated its commitment to upholding “the highest standards of professionalism, accountability and good governance”.
Established under the Roads Authority Act, the Roads Authority is responsible for the management of Namibia’s national road network and related transport regulatory functions.
