Hausiku's wife booted
The Swapo trio who have been recalled by the party in Rundu say they will reserve their comment for now.
Swapo Rundu urban district coordinator Gabriel Hakusembe says they decided to recall Rundu mayor Isak Kandingu, Toini Hausiku and Anastacia Shinduvi, because they have left the district executive in the dark about what happens at the council.
Shinduvi is the chairperson of the council's management committee, while Hausiku, who is the wife of Swapo deputy secretary-general Marco Hausiku, is also a member of the committee.
Last year the trio defied Swapo secretary-general Shaningwa's directive that Verna Sinimbo and Ralf Ihemba remain in their mayor and deputy mayor posts, respectively.
However, Hakusembe claimed yesterday they were being recalled because they are not attending district meetings and have failed to report what is going on at the council.
Hakusembe, in a letter dated 18 December, informed Rundu acting CEO Matheus Naironga that Kandingu, Hausiku and Shinduvi were being recalled.
They are being replaced by Serafine Mandjoro, Johaness Ngondo and Romanus Munika.
Hakusembe told Namibian Sun yesterday that the trio, under the leadership of Kandingu as Rundu mayor, failed to provide the district with reports on what they have done over the past year.
He claimed that former mayor Verna Sinimbo, who was replaced by Kandingu, used to provide the district with reports on what the councillors have been up to at the local authority.
“When we call them to come to the executive they do not turn up. They are not following the party rules and procedures,” Hakusembe said.
Sinimbo, who will be serving in the National Assembly next year on a Swapo ticket, resigned from the local authority and was replaced by Johanna Kakondo.
When asked why Ihemba was not recalled as a Swapo Rundu councillor, Hakusembe said Ihemba always responded to the invitations of the district executive, but he was in no position to give a report.
“Ralf, whenever we call for meetings, he comes, but he is not the one to give the report,” Hakusembe said.
Ihemba, who was the local authority's deputy mayor for three years, was last year reduced to an ordinary councillor.
Hakusembe's letter was copied to Shaningwa, chairperson of the Swapo leaders assigned to the Kavango East Region, James Sankwasa, as well as the party's regional coordinator Ottilie Shinduvi.
When asked whether the district consulted any of the other stakeholders, Hakusembe said they followed the Swapo rules and procedures to deal with the matter.
He said those copied in the letter were simply informed about what was happening and they will not be forced to respond.
Kandingu indicated the trio will reserve their comment for now.
This is not the first they have been recalled.
Late last year Shaningwa wrote a similar letter after the trio defied her directive not to change the council's office-bearer's structure.
The issue went as far as the Swapo headquarters in Windhoek, where a politburo meeting took place to discuss the matter.
It was resolved that Shaningwa's directive be set aside and that the councillors return to the council and serve the residents of Rundu.
