GIPF to speed up death benefit payouts

The Government Institutions Pension Fund says it is on a mission to fast-track the payment of death benefits to its members.

This coincides with initiatives to improve turnaround times for other benefits paid out to members such as normal retirement, early retirement, retrenchment or dismissal, disability or ill-health payouts, GIPF says.

“The Fund acknowledges the tremendous improvement within its operational department but wants to note that we have not reached our ultimate goal yet. It is a journey and not an event.

“Amidst the strides we have taken to get where we are today, we strive to pay out funeral claims within 12 hours as we know how difficult losing a loved one is,” GIPF CEO David Nuyoma said.

Current laws make provision for death benefits to be paid out to beneficiaries within 12 months. This was unacceptable, Nuyoma said.

“A current interest is the death benefit of which, as per the Pension Funds Act 24 of 1956, the turnaround time for a death claim is a 12-month waiting period if everything is submitted. The Fund is fully aware that waiting for 12 months is not acceptable.

“The suffering endured during this period cannot be condoned. It is against this background that one of the strategic deliverables is to pay death benefits within three months, with a provision to keep a certain portion within the Fund for the untraced beneficiaries,” he added.

The initiative to speed up the payout process, Nuyoma explained, was to ensure that the livelihoods of beneficiaries of the GIPF were maintained.

“We are working tirelessly to ensure that we are well within the allocated period and it is our wish to see this timeframe decrease so that our grieving beneficiaries maintain their livelihood even in the absence of their breadwinners,” he said.

Nuyoma appealed to current GIPF members to ensure that their nomination forms are always updated and that there are supporting documents to go with these forms.

A nomination form is used to determine to whom benefits should be paid out.

“The Fund cannot achieve this on its own, thus we appeal to our members to ensure that your nomination forms are updated and that your beneficiaries' relevant documents are in order.

“I am glad that the draft Financial Institutions Market Bill that will soon replace the 1956 Pension Fund Act also prescribes processing of death benefits to be done within three months,” said Nuyoma.

Namibian Sun recently reported that a family at Ombwata village in the Omusati Region had been waiting more than ten years for a death benefit to be paid out.

Selma Nekulilo Shoombe (48), who lives with her five children and grandchildren, said they were only made aware of the GIPF benefit last year.

Her husband, Uushona Isak Shigwedha, died 12 years ago.

Shoombe said they had been married traditionally and when her husband died, his family inherited all his possessions, leaving her with nothing but the children.
