Fisheries to tighten belt

Staff of the Ministry of Fisheries and Marine Resources have been told to take personal responsibility for the manner in which they use public resources.

This comes after Prime Minister Saara Kuugongelwa-Amadhila on 1 February issued a directive that all government institutions should operate more prudently to cut costs and stop wasting government resources. “We must change our mindset in terms of how we view government financing. Government does not have limitless resources to undertake its activities,” fisheries minister Bernard Esau said in his annual address to his staff on Friday. He said wastage would be reduce by limiting travel, subsistence and travel allowances and electricity and water usage, as well as cutting other unnecessary spending. Esau said overtime work would be strictly controlled and only approved if funds were available. He said all staff should complete their duties during office hours.

“Overtime must be banned,” he proposed, adding that the money spent on overtime pay should instead be used to create jobs for the unemployed. The supervisors in the ministry were instructed to devise mechanisms to administer overtime work and the permanent secretary, Moses Maurihungirire, must ensure that no overtime payment is claimed without the approval of a director.

Esau said the financial year beginning on 1 April would be the start of the 'year of reckoning' when accountability will be viewed in terms of performance and operations.

“There is a need for efficiency and effectiveness in our budget execution,” he reiterated.

The ministry is to launch its customer charter. As advised by the Anti-Corruption Commission (ACC) the ministry has also compiled a list of “corruption vulnerabilities” and will form an integrity committee to address such vulnerabilities.

The ministry will consult with the fishing industry on how the integrity committee is to be set up. Esau said staff may only articulate the official written position of the ministry and may not offer personal opinions or commit the ministry on any matter without his direction.
