Deciphering Wu’s sewerage woes

The sewerage system of a 2013 housing project by property magnate Stina Wu in Rundu is not under the maintenance of the local authority as the developer continues to hold onto the manuals and the pump station, a situation that occasionally causes a hazardous and terrible stench for about 50 homeowners when the sewer pipes act up and leak either into houses or streets.

The council is adamant that they cannot run a sewerage system without its manuals and access to the pump station, while the developer argues that the council has been reluctant to take over the infrastructure, yet the homeowners for years have been paying sewerage fees to the local authority.

So, it is a tit-for-tat battle between the two parties whose conflicting stances negatively impact the residents of Rainbow Village.

A resident at Rainbow Village recently had to plead with the contractor and the local authority to deal with a pool of sewer water collecting in his yard.

“As you can see my yard is filled with sewer water running from the drain. My children cannot come out because of this terrible situation. I had to park my car next door. I contacted both the contractor and the local authority and one does not get clear-cut answers,” the source said at the time.

The situation at this particular house has since been rectified, after Helmsman roped in the services of a reputable recycling company to pump the sewage from the yard.

This showed that the contractor is still in charge of the sewerage system years after the completion of the housing project.

Normally a contractor hands over the infrastructure to the local authority to manage, but this has not happened with Rainbow Village, Namibian Sun has established.

This was confirmed by both Rundu CEO Olavi Nathanael and Stina Wu’s local partner, Chris Shivolo.

The council claims it has been demanding the manuals and drawings for years, whereas Shivolo said they had approached the council on numerous occasions to take over but the situation remains as it is.

Council response

“That sewer system is becoming a problem. The developer has the full responsibility and that is where the biggest problem is. They do not want to accept the responsibility because initially those structures need to be transferred to council immediately,” Nathanael explained.

“The problem is that the official handover never took place, the processes were never done and to make it worse we don’t have the infrastructure designs, so it’s very difficult for us to maintain if we don’t even have the manuals for it. But we are talking and we are engaging with the developer and they are busy drafting the handover plan and eventually we will formally take it over and run with it.

“The issue is that we made requirements to say before we take over we do inspection and we need to have the drawings and the manuals for the pump. There is only one pump there but there should be a spare pump. Some these items, the spare pumps and the manual they were not delivered to us, the developer is now reluctant to provide us to do the formal handover.”

Developer’s response

“That’s what they say but they are the ones receiving the money all along for sewerage charges, I don’t know why they want to dodge their responsibility,” Shivolo responded.

“When you look at the Local Authority Act, it is very clear, there is no individual that will own those services within a jurisdiction of a town council.

“So because they don’t want to take the responsibility they have been dodging all along and just because we want to save face and not make our reputation dirty, we go out and we pay for these things such as the electricity. They just receive the money and do nothing for it.

“That’s nonsense, their people had the things all along. We have written them letters saying guys let us hand over the sewerage and public services in Rainbow which we constructed at our own costs but they always had problems, I don’t know why.

“The new CEO obviously might have been ill informed by those guys who have been there for long. That’s why the new CEO is insisting on new procedures to be followed which we are happy with.

“With the new procedures, we can see that there is some light at the end of the tunnel. Soon it will be sorted out,” Shivolo said.
